Snooping only open 1 window

I always found it odd that when you snoop the same target it opens a window multiple times, it's just kind of a nuisance to close multiple windows. I think snooping should only open 1 window, and if you hit the same target again it just refreshes the inventory in that window but doesn't actually open a second one.
