i don't think they should be for JUST citizens. if u ask me, it should be easier to GET by citizens.

mobster that wouldnt be any good if C's could get them easier then all a person has to do is get a friend that is a C and get him to give it to him cheap hence ruining the balance of a C being able to get it easier then a C.

na no point it cant be repaird so it wont last for ever so it doesnt matter if Ps and Cs can wear them.
