Topic: mouse over tooltip delay

Can you add a slight delay (.75-1 sec) between when you mouse over a menu item and when the tooltip pops up?  It’s every aesthetically unpleasing and can get in the way when you mouse across a bunch of skills and tool tips keep flittering a bunch of stuff you had no desire to look at.
